After that, if I keep the same lens and just turn off and on the camera, it takes shorter time to start, about 1 second. I guess the camera is trying to get communicate with the lens whenever it's newly put on? How can I speed that up?

The lens updates add compatibility for the EOS R5 and R6 cameras for the lens IS to work with IBIS. The 1.7.0 firmware for the R adds the following items.
