I don't think it's cut and dried. We (in northern Oz) call all of ours turtles and a lot of them have claws; and most spend some time in the water and some time on land (and some time buried in drying mud awaiting the monsoon). Even sea-turtles, with flippers, come ashore at least briefly to lay eggs. Still waiting for the wisdom they promised would be worth getting old for.
