With the rare ones that show up here in Virginia the last few years people were literally chasing it down the beach. The last one I photographed a few years ago it was me and 2 other photographers and we respected it's space and by doing so when it flew out over the ocean and returned it landed right next to us and started preening. We didn't move. When it decided to move on it's own down the beach we all left having gotten all the pictures we wanted. There was another group of 6 photographers literally running down the beach, passed us and ran straight towards the owl and flushed it as it was trying to rest. I'm sure that continued until it moved to an area it couldn't be pestered by photographers.
I can understand the excitement of seeing one but not to the point of chasing it just for one or 2 pictures as it flew off. I don't go looking for them anymore because of what I've seen in years past...I don't want to be associated with people like that.
