Do you mean getting a pic screen printed on the actual ball or overlaid in photoshop?
In the UK we can get club crests printed on rugby and soccer ball if we buy enough to cover the set up costs.
Try contacting the ball manufacturers or bigger sellers.

There are a number of places that will create a customized basketball with photos. makeaball.com has nice full panel layouts and are reasonably priced with $5 shipping
