I'm with gonzogolf here. It's certainly not a Saker falcon. The shape of the bird's head, beak, and the coloring pattern point to the red-tailed hawk. But the easiest way to clarify would be to know where the shot was made. The Saker falcon is an Old Word bird. In the wild, it lives in North Africa and Eurasia.The red-tailed hawk is a North American bird. So the two species cannot co-occur in the same area.

You are correct that the saka lives in a totally different region to the Redtail. What made me question what bird it is was the thing it's eating. Either that is a giant (what ever it is) or a very small redtail. I was looking at the feathers around the eye and the speckled chest.
