They collect taxes for the states that require that they collect taxes. The Supreme Court made a ruling on sales taxes that made it easier for states to tax Internet Sales. Because of this, many States require out of state retailers of certain sizes to collect taxes. The law varies state to state, so your state may or may not require them to collect the taxes.

Edit: I noticed your location is Toronto. For sales to Canada, things have not changed. They have to pay the export taxes the same as always. Also the tax savings with this new Payboo program is only for United States customers. There would be no savings for using this program if your shipping address is in Canada.

By offer do you mean the credit card, then “Yes.”
