I did something like this years ago, and I finally got my hands on another speedlite (knock-off) and had some fun last night playing with water and a flash.
I wanted to have some water continusly splashing...but how? Oh yeah, the old spoon under the facet trick! As I found out, the hotter the light, the longer it takes to turn on and back off. That leaves you will streaks. But if you have the power set to something low, but have the camera balanced to quickly respond to the light. You get stillness from a 2" exp and enough light from the flash. For this one I had the flash set to 1/16th (If I recall). Camera was as mentioned, 2" f/5.6 iso100.
