To me it looks like his eyebrows are blurred by motion, but I'm not sure. Maybe I'm just being thrown off by the particulars of my studio shoots, which is what I do most of the time.

The stray hairs on forehead and against the background would sharpen up quick while the eyelashes are a little behind because they are lower contrast. Not sure if it would help, but it might benefit from a tad less sharpening elsewhere and more on they eyes.
