In my Win10 system the cr2 files (most probably the embedded jpeg) are displayed out of the box without having to install anything.

There is native support for raw files from older cameras (for example, Canon 7D Mark II, 5D Mark III) in Windows 10. If you want the support for newer cameras, it requires the Raw Image Extension.
