For example, I have to go to Layer--> New Layer via Copy to create a new layer. Some shortcuts work sporadically, but not always. Control-Alt-Shift-E doesn't usually register correctly, and turns my blend mode to Difference. Or it will simply open up the Edit menu from the drop down menu bar.
