I've been receiving online offers to purchase software from a company by this name. They offer "Adobe Photoshop CS2 V 9.0" for $69.95 + $3.95 for handling. Has anyone heard of this company? Is it a scam?

It is most definately "spam". If you tried to DL the program, you would find that it probably infested with spyware and missing key components.
Remeber, there is no such thing as a free lunch.
