I have Tamrac Rally. It is my everyday bag for something like ten years now. Not a camera bag, but everywhere, everything I need bag. It doesn't scream anything. But it is camera bag inside. DSLR, two lens - no problem. I have Graflex camera in it once with tripod attached on the bag belt, plus film holders, plus water and else.
I'm going shopping, hiking, traveling and so on with this bag for all of this years. It doesn't look trashed, yet :).

Domke bags are pretty inconspicuous. Perhaps something like the F-5XB in one of their ruggedwear finishes, like military green or brown would do the trick. Pretty inexpensive, too.

Update:

Returned from trip alive and with all my equipment!

I ended up going with a small, black, military-style backpack. At the bottom of the bag I had my two small primes each in it's own zippered lens case. Resting on top of them was my D750. The biggest problem I had was unzipping the backpack to get to my camera. The zipper was not easy to open and would get stuck near the curvy areas of the backpack.

In terms of crime, I felt I did the right thing. I ended up in at least 3 situations where where I felt uncomfortable; felt I was being "cased" (once on the subway, twice on solitary streets I mistakenly ended up on). Same vibe I have gotten in the past before being robbed at gunpoint.

My biggest regret was taking the "flashy" D750. I wish I would have taken a tiny point & shoot instead as I would have gotten the same images (98% of my images were shot with my Nikon 24mm f2.8 AF-D prime). I refrained from taking many pictures because I didn't want to take out the D750. Next trip will be (hopefully) to NYC to visit Coney Island via subways. Looking to get a pocketable point & shoot that will fit easily into my pocket and capable of capturing nice images (my old Lumix LX3 won't fit in my pocket ).

I wandered around Tijuana with a Domke F-5xb, Fuji X100F and Minolta XG-1. (X-700 in place of the XG-1)

This year I bought a GA645i medium format P&S, so I got the bigger Domke F-5xc. Took that to Mexico City with no issues - climbed a pyramid, took the metro, wandered through neighborhoods, etc.

I've rearranged the bag to carry a 6D, 35mm f2 and 135 f2L lens with room to spare. The biggest complaint people have about these bags is the loud velcro, but velcro has a break-in period and doesn't last forever. The tan bag is almost silent now, the green one is still 'new.'

I like the canvas Domke bags because they look way more traditional than the shiny bags like the Tenba and peak design stuff (don't like that look at all). It's like comparing an old, trusty pair of boots to some bright green/blue nike shoes or something.

I used to carry around my 5D and a couple lenses wandering around Detroit - I would use an old Jansport backpack from college with an insert. I don't travel with camera backpacks anymore though. they're way, way less useful than a shoulder bag, I don't need that much stuff, and I travel with an osprey bag (Farpoint 40) that is my only other piece of luggage. The Farpoint 40 will go in any overhead compartment you can find, and I can strap the Domke bag to my shoulder using the Osprey straps. No bags to check and everything I need fits. As much as I like the idea of having a Billingham bag, they're just too flashy. The Domke bags fly just under the radar.....like I do. Haha.

While we're on the subject, I have and still use a Lowepro Photo Classic 300, but it stays in my truck when camping an things like that. I took it on a trip to Europe and immediately got a smaller camera and bag when I got home.

I must have a 35mm lens (roughly), so this made the biggest difference for me when traveling.

I get way, WAY fewer rejections when I point the little Fuji at someone. Almost none, in fact.

I know this is probably too late for the OP, but I just picked up this Estarer messenger bag (external link). I plan on taking it to Key West with my new EOS R + RF 24-105L, M50 + four EF-M lenses, iPad, Kindle and various photo accessories (batteries, chargers, memory cards, CPL filter, etc.).

Most hardware stores have very strong extra thick zippered bags for tools. With some dry bags, creative thinking and padding this may work.
A tough Carhartt lunch bag (construction workers use these) may be as good or better and much less obvious. Just taking lunch to work appearance. Also
