Frankly the 70-200 F/2.8 version 3 and the 24-105 version 2 are the worst updates in canons history. They should be ashamed on themselves
never thought I would see Canon stoop to this level for updates......But they went there
May I agree partly?
I'd agree with the 24-105L, as that was a new design which was only a little better than the older version, and which I did not particularly like in environments with less light in the first place, especially at the longer end.
The 70-200 F/2.8 was just a tiny upgrade, yes.
However, what happens in lens manufacture is that the moulds have to be replaced, once a certain number of specimens is manufactured - they are only reliable for so many copies. These are two relatively popular lenses, so I reckon they had to replace the moulds for these lenses, and Canon, as well as other lens manufacturers. often use this as an opportunity for a new AF motor, or a small increase in performance of the glass, like the better coating of the 70-200, and a slightly altered lens formula for the 24-105. They have been doing this over the years, it is what it is. At least they do try to improve, even slightly when starting with new moulds.
It takes a lot of time (years) to redesign a lens completely, especially a complex zoom lens, apart from testing and setting up production.
