I might just be suffering from GAS but is it worth swapping my Canon for the Tokina. It would be used for landscape and garden photography on a 7D Mark ii. Ideally I would like to have a sharper UWA than my current one without breaking the bank, or am I deluding myself ?

yup deluding yourself

canons 10-22 is one of the best on the market for a crop. Its the one lens I really miss along with the 17-55 F/2.8

2 of canons best for a crop

the reason to get the tokina with its stunted range is f2.8. if you don't need it stick with canon.

with the new sensors being so clean F/2.8 is really a mute point. ISO bumps nullify what F/2.8 needs are.Bokeh is a non factor shooting this wide
