Yup. The original River Walk that snakes through downtown also serves as part of the San Antonio River Flood Control system. There are two flood control gates that can close, to protect that area from rising water. Once a year, they close the gates around the first week in January, allowing the River Walk 'loop' to empty, for the purpose of repairs and clean up. (That section is only ~ 4 ft deep) Chairs, silverware, jewelry, cell phones are the most common items they find in the muck. Over the last few years, they pulled quite a few of those Lime rental scooters from the bottom.:lol: After 4 days or so, they open the gates & the water levels return to normal. Sorry the timing of your visit didn't work out.
