question about frame rates.

I was watching a YouTube video about different frame rates and I noticed the video was able to show scenes in different frame rates. For example, the video showed a scene shot at 24 and compared to what it would look like at 60 fps. Is it common for editing software to allow you to export a video with mix and match frame rates? Thanks.

It is not common to export with various frame rates.

You can drop raw video onto a timeline with various frame rates (slow motion shots, speed ramping, etc.) but the final output is almost always the same frame rate.

I can’t imagine I would ever need to export a project in different frame rates but I was just wondering how they did it. The average person who shoots video probably never thinks of how frame rates will affect the look of the finished project.

The average person that shots video not for money probably doesn't care other than "can I shoot at real life speed" and "can I shoot slow motion", whatever that translates to frame rates.

Just like the average person that buys a first dslr, who likely doesn't care about raw and what it could do for them.
