Negative marketplace feedback for something I never bought?

I was considering buying an item from a seller on here, but have been busy and forgot about it. Today I checked back and they not only sent me a negative message, but left a marketplace feedback. Is this allowed by the forum? Seems a bit unfair as I never actually purchased anything.

If someone expresses interest in an item that is for sale, and then does not follow through, and leaves the seller "hanging" for a day or more, then I think negative feedback could be warranted. . As a seller, I would want to be warned about someone who acts interested, and then doesn't end up buying the item.

Please note that I am not accusing you of doing that. . I don't know the details of your situation, and therefore have no idea about exactly what you said to the seller. . You're probably a super-decent guy that would never waste a minute of anyone's time.

I'm just pointing out that there can be cases where feedback is helpful to others, even when the item was not purchased. . No one wants to waste any time on "tire kickers".

To be clear, parodying didn't simply "express interest" he made an offer. I accepted and provided payment info. A day later, after no response, I checked back in with him. Day and a half after that still no response, so I left negative feedback. And you can easily see if someone was logged in, which he was, multiple times over that period.

I wouldn't leave a "tire-kicker" negative feedback, annoying as they can be. But when someone makes an offer and I accept I no longer consider the item for sale. If someone is interested and asking lots of questions I am not turning down someone else who wants to buy the item. Big difference to me.

The moderator team has discussed this and we find otherwise.
No money changed hands, no transaction was completed.
Without that basis, the forums Marketplace feedback system should not be used to penalize someone.

People can change their minds, people can forget, people can have the real world come in and cause delays.

Tire kickers should not be lumped in with scammers.

The negative feedback has been deleted.

I realize none of our sellers here are B&H, so we can't hold them to that sort of standard, but if you intend to sell on the internet, one should be braced for people to change their minds, or to be delayed in contacting you, particularly before money has changed hands.

For what it is worth, I have had three such interactions on the Marketplace in the last few weeks, each ending with me forwarding my PayPal address, and then no further contact. I suspect this happens often enough.

Any further discussion on this matter should be addressed to me via PM.
