I saw this fly at a park here in Houston Texas. It was interesting looking and very patient with me while I tried to get a decent picture.

Looks like a variant of the picture winged fly. They are interesting.

Nice capture, I find they don't fly away but are constantly on the move and not so easy to photograph.
