I turned down a press card offer years ago.
Didn't have the greatest collection of lenses at the time.
The offer came after I mailed my 35mm print to a photo contest in 1999 or 2000

I can print out my own Press Card. Anyone can be considered "Independent Press". Now, getting credentialed for a specific event is a different matter.
