In preferences and external editing .....
1st choice is Photoshop and you can choose another program as a 2nd choice.
My question is .....
is there a way to change Photoshop as 1st choice ?

I don't think you can. PS is the default which makes sense unless I'm missing something. Perhaps the OP is looking for space to add more choices for programs/plug-ins. You can add as many as you like under Add External Editor. Image Editing OK
