#2 = fewer lens changes, so that's my pick.

I'd go with #1, but that would be for my own needs/wants.

What do you shoot the most?

You should know, for what you actually do, what's more important to you. Ultrawide? Or standard range? Or telephoto? We can all give you OUR preferences all day, but what YOU shoot is what's important to you. So do you value the 135mm or 250mm focal length more? That's the basic determiner for this question. If you spend more time thinking about what to take, than actually just going out and shooting, this is what happens...

I know anecdotally I would want the 10-18mm & 55-250mm personally, but I prefer ultrawide and longer telephoto compared to the "standard view" of the 35~50mm ranges on standard zooms (adjusted FOV for using APS-C). I'd also rather carry less lenses and have more reach or more ultrawide with less. But what's important is what YOU shoot.

Very best,

I switched, not too long ago, from APS-C to full frame. I had a full complement of EFS lenses and that 18-135mm nano is easily the best of the bunch. I probably shot 80% of everything with that lens. I wish there were a full-frame equivalent (would be ~28-200mm).

The 55-250mm is a great focal length in theory, and it's wonderfully small, but in practice, it's kinda soft. At the telephoto end, you're probably better off with EF lenses.

So personally, I'd go with option 2. If you end up needing more reach you might add something like an EF 70-300mm later on. Those are cheap and plentiful on the used market. (I just bought the 'L' version of that lens, which is not so cheap, but holy moly, I'm enjoying the heck out of it.)
