Can someone tell me what kind of duck this is?
It looks nothing at all like the more common ducks I normally see around my area.
I tried searching using white eye duck as the search words and the closest I saw might be some kind of Eider but none of them had white eyes.

I think you are right, thank you for the ID help.
Having never seen this type of duck before or heard of a Surf Scoter, I might have been searching for a while to ID it.
Apparently it also has a nick name of "old skunk head".

According to the Cornell All About Birds site, part of this ducks wintering range is in my area of the Atlantic coastline.
It must've been doing a stop over on it's way to it's breeding grounds as I'm inland a bit from the coastline.

A couple of things I found odd was that it appeared to be alone and, it let me get quite close to it.
It didn't attempt to fly away.
It didn't appear to be injured.

I first saw it this past Saturday but didn't get a picture so I went back Sunday on the chance it might still be around the area and just as I was leaving thinking it was long gone, I saw it again.
A little bit of luck I guess.
