Well, the viewfinder thinking somebody is looking at it is indeed a mirrorless issue. That doesn't happen with a 7D Mark II, for example.

I'm not sure what kind of setting you're looking for, but one where the viewfinder does not come on when looking into it doesn't sound as anything giving "good VF functionality". I think we need to learn to live with it.

Possibly one of the settings for EVF power savings needs adjusted. I've mine set to go into sleep mode after 15 seconds when I'm not shooting and as far as I can see it does exactly that and only activates when my eye is up to the EVF or I press the AF-ON button to pre-trigger it so theres no EVF delay when I'm lifting the camera quickly to grab a shot.

Mine too. But when a wall or the back rest of a seat impersonates somebody looking in the viewfinder all the time, then the battery gets flat pretty quickly.

The "Viewfinder off" time disables the VF sensor after a set time has elapsed. Wouldn't this do the trick?

Not fully. First, if it's already active when you put the camera near a wall, it will stay active.
Second, I just tried it here on my desk. Put the camera to the side for 90 seconds and looked through the viewfinder. Nothing. So if it really had gone to sleep first, then it would do. But suddenly the camera did a sensor cleaning and was ready to be used again. Turned on the viewfinder again when I put my head near it.
Then it went to sleep again, so I just picked it up to check that it didn't react to looking in the viewfinder. From handling it, it turned on again. I probably happened to touch the vertical trigger button.

Having a discussion elsewhere and I am amazed at the battery life others are getting on their R3's with LP-E19 batteries. Yesterday, I got 188 shots on 47% battery. Others are getting 1600-1800 shots?

I do 4 second reviews, but have on every Canon DSLR with great battery life.

What are your results? And if so much higher than my estimated 400 shots per battery charge, why might mine be so low?

Jeebus. These days I'm at 500~600 shots at a game and I'm not using close to half the battery for that. Over how much time are these 188 shots spread out? I do a lot of bursts. No review. Probably very little use of the back display.

I don't know. Number of shots by itself probably isn't really a big factor. 2.5 hours of use, some chimping, 4-second image review for 188 images, using half the battery, maybe that's about right.

All I really know is that for my use, even with the R7 I think can go something like 1000 frames. The R3 has never even made me think about the battery.

I would perform a battery health check using the OEM charger.

Perhaps your batteries are 'tired', or aged-out.

I used my R3 at an airshow once and got thousands of shots on a single battery.
This is with GPS on and shooting in long bursts.
I too use 4-second long reviews and did so at the event.

Getting only 400 shots on one healthy LP-E19 battery, does not sound correct at all.

I've had easily over 7-8k shots on a single charge, but that's spamming at an airshow. (Not something I would ever recommend since it takes awhile to upload and takes even longer to cull and delete. :D)

But I have had times where I get maybe 300-400 if I use the camera sparingly/sporadically​.

Batteries are 6 months old. An I would be amazed if both had issues. But thanks.

I just don't know how folks are getting what they are getting :)Especially since Canon seems to claim more realistically.

I get more, but when I'm taking photos of orienteering, I typically shoot bursts of 3-8 shots or so. If I don't, they typically get a branch in front of their head, blink, make a stupid looking face, look the other way or whatever. With a short burst, usually there's at least one good image in the burst.

That seems to be more efficient when it comes to battery time than single shots.

Latest thought is I shoot RAW to the CFExpress and L to the SDXC. I wonder if that might be why I get so much less?
