BTW, I'm on Big Sur as well and tested with some R6 CR3 files I have and did not experience what you have. Which is hwy I think it is a corrupt database. I don't really use Photos but I did uncheck "copy items on import". What that does is it leaves the RAW in the Finder but the edits (JPGs) in the Photos library.
