I think this is a male Superb Fairy Wren sporting his blue tail. Doesn't have the brown eye lore of the female.
Beak is brownish not black as in typical males
It gets confusing as both male and female can have blue tails with the male a more intense colour than female so I believe
Only males have highly coloured head and upper body
