The Raw Image Extension adds native viewing support for images captured in raw file formats produced by many mid- to high-end digital cameras. By installing the package, you will be able to view thumbnails and metadata of supported raw file formats right in Windows File Explorer or view images in the Photos app. The current version of the extension supports a long list of cameras, however some Raw formats like. They didn't say what you just typed. Her it is again:

They have the code, why do you think they aren't doing what they are saying?

I went simply the fact they did not say their extension to Windows 10 did 'RAW conversion', they mentioned only opning RAW files and viewing the Thumbnail and metadata.

This thread started with a very honest and simple question and it has been answered in a very simple and correct way.

The Windows 10 RAW viewer (more correctly CODEC) is able to read both the thumbnail in the RAW file AND do a basic RAW conversion to allow many common RAW file types to be viewed in Windows file Explorer and in the Windows Photo Viewer at full resolution.

This thread us now closed, there is no need to continue to argue a demonstrably false assertion made with incomplete knowledge.
Being able to admit you are wrong and move on is an important life skill.
