i thought dragging the shutter was when you shot flash with extremely low shutter speed. the ambient light recorded the dragged, blurred part of the image and then the flash froze part of it.

That was my understanding also. Basically an unstabilised long exposure with a flash to sharpen the details somewhere.

I took this one yesterday at the Great North Run, Newcastle's world famous (?) half marathon. No dragged shutter - was just seeing if I could handhold a 1/6 exposure at around 85mm equivalent with the RX10iv IBIS. Looks alright to me :)
