There IS an ACTUAL Shutter on this camera!

Yes- that is right. They tend to be flown on relatively calm days now, and I suspect that was the same in those days too.
His image might predate WW1 observation balloon photography. It is still an interesting example of early aerial photography.

The numbers above the lens reading left to right, 1 2 5 25 100 Then to the far right is B and T

I do hope someone can tell me what T is for? Time? B is Bulb I am sure.

Below the lens is the f/stop numbers 128 64 32 16 and 8 with a line past 8 maybe 6??

I did a Google search using the last picture of the passenger train decked out triumphantly but that only came up with "Event"

New York Central Engine!!! YES!! Well NO it is not NYC - On the Cab it says: "BALANCED COMPOUND NO. 1"
On the FRONT TANK it says: "PROPERTY OF C. E. PLATT" - Below that I THINK it says "THEATRE" But THAT does not make any sense.
Any other guesses?

You're on to something in that last photo. The decorative ribbons or banners on that last car signifies something. What's the deal with that semi circle of men that look like they are wearing white pith helmets? Very interesting indeed.

I never heard of a Pith Hat before, had to Google that one!! What makes you sure they are all men, OR was that the norm back in 1900 for ladies to NOT wear a Pith Hat?

Clothing styles may help with approximate dates for some of these photos.

Women's wear in the 1890s (external link): leg-of-mutton sleeves, big hats, waists narrowed by training with corsets. The super-puffy sleeve tops hit maximum size around the middle of the decade.

Women's wear in the 1900s (external link): big hats continue, but sleeves start to slim down.
