I got Epson V19 and I'm experiencing distorted line, is it normal for a cheap scanners?

Well I wanted to thank everyone for contribution so far. I'll guess I'll stay with the cheapo scanner. Fun fact I managed to get my hands on much more expensive FastFoto FF-680W hoping to mass scan my photos and guess what the output is even worse, and the fun fact is that FF680 is like 5 times more expensive. While I can clean V19 scans what am i supposed to do with this squared pattern? Just take a look:

That pattern looks like a fence or railing in the dark background area of the image.

I'm talking about small checkered pattern, it's barely visible but it's there while v19 scan is more clean.

Gotcha.

That may be JPEG compression block artifacts. I am viewing in my phone, so it is difficult for me to see that level of detail.

Edit: I see light, thin vertical streaks and a lot of noise in the deep shadow areas of the scan on the right.

Perhaps that might been the case, the software only offers to save as jpg and tiff, but why would it look so blocky, i also save the scans on v19 as jpg and they look tons better.

There are differing 'quality' levels of JPG storage, with the lowest quality settings using the maxiumum levels of data compression in lowering the levels unique colors in order to reduce quantity of data consumed. Are you certain that there is not a selection for JPG quality level in the software?
My Canon supplied scan software allows me to select three levels of JPG Quality (compression levels), for example.
