A prospective client asked me what the cost would be for lifetime access/license to an image library. I have zero experience with this and am asking here for advice in pricing, or direction to a guide for this. Their intention is to use them in product marketing and for their website.

They work with horses in the racing industry but are on the medical side, so they're interested in my track life, morning workout and racing images.

Thanks, in advance for any help.

That's not something I would set up for anyone. I'm in the picture-taking business, not the data storage business.

What that client needs is their own data-storage account that they can give you (and any other photographer they contract) have contribution access to.

You can give them some advice based on your own experience in using something like Google Drive or Microsoft OneDrive. Even the US Department of Defense and Fortune 50 companies depend on those two data storage companies.

So they manage the storage and I contribute images to their bank?

Then it comes down to agreeing on a type and volume of images to contribute and a price for that service?

I guess the next logical step then wound be to determine image leasing fees?

Yes on both.

"Managing" can boil down to merely paying the bill. They can give you editor access to a single folder.
