Is the Bokah lines normal? Or what would cause it?

I would see if you could reproduce this effect and then take photos with and without the filter. Protect/UV filters can cause issues with telephotos moreso than they will with shorter focal lengths. Doing a quick Google search there are posts in other forums about UV/Protect filters causing issues with OOF backgrounds using telephoto lenses.
