I'm in the process of changing computers and have been able to move everything except for all of my user presets for develop module and exports. I did not have them saved with the catalog, so where are they stored?

I've searched the old computer and can't find them anywhere.

That's what I thought but I don't have any of those directories after "AppData". I've done a search for CameraRaw on both my drives but come up short on both.

The exact location may vary depending on your operating system and version of Lightroom, but here are some common locations:

On Windows: C:\Users[your username]\AppData\Roaming\Adobe\Lightroom\Develop Presets
On macOS: /Users/[your username]/Library/Application Support/Adobe/Lightroom/Develop Presets
If you still can't find your presets, you can try searching for files with the .lrtemplate extension on your old computer. These files contain the preset information and can be copied to your new computer and placed in the appropriate folder.
