Well I am no expert but this is how I did it:
Took one picture basically worrying about the exposure of the bridge and water. I did not even look that the rocks (they were basically black).
Then I took another exposure for the rocks and foreground grass. The background was blown out but you have to ignore it.
I then opened both images in photoshop and made 2 layers in one image, one layer the bridge exposure and one the rocks exposure.
Create a mask (click the little square with a circle in it on the layers panel) then paint with a black brush on that layer to let the layer under show through.
Depending on which exposure is on top you may have to paint the rocks or the BG. I did the rocks because they were easier to select.
I hope I explained it ok, I know I did not use the most technical of terms, sorry. You may be able to find a tutorial on this process.
