Photoshop, drag the measure tool along horizon, open rotate>arbitrary and the correct angle
will be displayed to level the image. Sorry if im stating the obvious to you.

Instead of trying to straighten the picture above, I have decided to post another. I was not looking through the viewfinder when I took the first photo; I just held the camera closer to the water when I snapped the picture. I noticed that if i straighten the horizon and crop the photo, too much image is lost from each side.

I was looking through the viewfinder when I took this one, but it's not as nice as the first, however:
