If you look at the circles they are light around the edges and dark in the middle. Good bokeh should be the opposite, light center and a gradiant to the edge getting lighter. As the link Mike posted states, they should radiate softly, but in this particular image, that may not be the best way to measure the bokeh quality since these are water droplets, and can have quite a variable appearance, even from lenses renown for their 'bokeh.'

Really, really good bokeh can look like a totally smooth OOF background. Look in the Bird section to see some good examples of this. You won't even be able to make out leaves in the background. And remember, bokeh quality is subjective.
