Park vandal or frustrated dog

I was near a park today and noticed this dog on his own in a childrens park.

He either was frustrated because he couldn't get on to have a swing or perhaps he is just a park vandal! wonder which one?

Dogs can get away with almost whatever they want. It is usually chalked up to the dog playing around. What a dogs life it can be.
