No, I have not used this arm myself. But it looks like a useful alternative to the purchase of a complete boom and stand unit.
I would imagine the head you mount it to would have to be quite strong.
I think you might be discounting the effectiveness of a counter weight.
Most of the standard boom arms (using some sort of counterweight), hold monolights, which are much heavier than a camera, on a pretty simple type of boom clamp. So I don't think that would be an issue.
