Help with State Fair entries.

I have a couple pictures I would like to enter into the State Fair this year.
Reading the instructions for each entry I am a little confused about the mat.
Here are the rules.Typed identical to the fair booklet.

1. All entries must be mounted on 11x14 inch mat board (No Foam Board). No photographs smaller or larger than 8x10 inches.
2. Photographs in frames will not be accepted.
3. All entry tags must be fastened to the upper right front corner of the exhibit.
4. The photographer's name, address, telephone number and class should be on the back of the entry.
5. Photographs should be the current work of the exhibitor who does not use this as a mean of income.
6. Exhibitors may only enter one photograph in each category.
7. Nude, obscene or distasteful photographs will not be accepted for competition.
8. Acceptable mounting will be: (A) Bottom layer will be solid mat board; (B) Photos shall be glued to solid mat board; (C) Top layer will be open mat board glued to A & B; (D) No tape will be acceptable.
9. Laser copies are not acceptable.
10. The same rules apply to color and black & white photography.
11. Photographs not conforming with all rules will not be judged.

When I went to the arts and crafts store all mat board for 8x10 photos was 11x14. I am not sure how I use that and make it look like the diagram.
I called the fair office and they suggested to bring all my supplies to the entry drop off (Which is a 2 hour window and between myself and my son we have quite a few entries.) and put them together there.

Can anyone make heads or tails of this? Or just offer some advice?

From what I understand:

1. (1) 11x14 matboard (A)
2. glue your 8x10 photo (B) on the 11x14 matboard (A)
3. It says you need an "open matboard"(C) but it didn't say a size. So I assume it's an open 11x14 matboard with a hole (it will serve as your border). Glue it on top of (A) and (B), and make sure the edges (sides) of your picture will be all hidden.

Basically (1) 11x14 matboard and (1) 11x14 "open" matboard glued to each other and your photo is sandwiched. The drawing is not scaled, just a representation. But it's always better to go there and let them show how you should do it.

ok I was just confused about the space that is left between the edge of C and the Edge of A where the entry tag is supposed to be affixed.
