F4 to f2.8 is only one stop. You can get that by hitting your camera up for another step of ISO. Personally, I try to keep my camera at around f8 when possible, unless I'm intentionally looking for a low DOF. I love my 70-200 f4 L. I know Jamie loves his too. Honestly, most people love their f4. The people that really go for the 2.8, and the IS are the ones that shoot A LOT of low light situations, ie. concerts and weddings.
On to the subject of keeping your horizons straight... My best trick for this is to use your AF points to line up the horizon. That will get you a lot closer than just guessing. It works pretty well for me, especially on shots where I'm trying to split the image at the middle, such as reflections on a lake.
Glad you like the new 17-40 f4 L, Jamie. I think I will get one before too long. I wish I could get a bit more reach for the price though...
