Tutorial to Create a Bordered Watermark Action

When I have created my new layer, added a 1px white border around and try and resize the image to 640x440, the white border layer enlarges to that size too thus not giving me an outside to fill.... how do I keep the white border at 600x400?

I think you need to resize the CANVAS and not the image.

Hmmm, I have no clue. I set this action up in CS1 (I think) and it's worked in CS3 and CS4. I've since updated and modified the action so when I have time I'll write up some updated instructions.
