I do all my frames in Photoshop. After you finish processing your shot do the following:
1. increase the canvas size :

Image : Canvas Size : (opens the dialog box)
* in the width and height units scroll down to (pixels)
* make sure that the "Relative" box is CHECKED
* insert the width of the frame you want
* Choose the color from the bottom choice
* Press "ok"

Now you have the main frame

2. To add a thin frame inside :

* pick up the selection tool and set it to rectangle.
* mark the area where you want the frame to be.
* right click inside, and click "stroke"
* specify the width, color and location of the new small frame
* you are done

Of course every step is reversible if you don't like it
