Many colleges sell it through thier bookstores at a special student price. Know any students? Have any kids in college?

well the upgrades are always cheeper than the full version, so if you can get an older copy and buy the upgrade.

or just happen to have a copy of the full adobe suite :)

If he's a teacher or adminstrator, it should be. And since this is the case, the school district should have its own tech coordinator. See if your dad can go through him to get a discounted copy.
