There were 100's of all sorts of sandpipers doing this, this is only all a small sample.

I guess it's something to do with a mating call, or are they trying to get the fish in the water to rise to the surface? Because they were eating at the same time, constant flapping and dipping their beak into the water.

Looks like they are poking for sand crabs and the like. I would guess that they are more dexterous with wings extended.

Taken in Antigua in mickinon's pond. It is a wonderful place for birding, but some stupid people started building this huge hotel opposite and dug up all the banks, so the birds have had far less places to stand and all group together on shallow spots like so:

All the herons which I usually see, have all disapperaed due to the building too...:(

Looks like feeding to me - maybe extending their wings helps them balance?
