So since an EF-s lens can only be put on rebel line and 20d line does the mean there is no crop factor

then what is the point of making lenses that cant be used on all of the cameras

because although the crop factor is still in place, they don't have to worry about the edges which means less glass to worry about

They are cheaper to manufacturer and therefore cheaper to buy :-), particularly the wide angle ones.

They don't need so much glass because they only have to cover the smaller sensor area compared to 'full-frame' / 35mm.
