I bought my 30D from B&H and showed my passport but still had to pay ST. I plan to buy my 70-200 2.8 IS from B&H next month. Please let me know if the ST can be avoided by showing a foreign passport and taking it out of the US.

Generally if you walk into the store in the U.S, you have to pay the state/local sales tax. Only if the goods are SHIPPED to an out of state address can the sale be made without the state and local tax levied.
Generally there is no tax rebate similar to VAT refund when buying in many countries that impose VAT. (Canada often has General Sales Tax and Provincial tax, and only the GST is refundable if claimed upon filing for refund.)
