100-400 IS or 300 IS + 1.4x Tc ?

300 IS doesn't tell a thing.

2.8 or 4.0?

If 2.8 - yes
If 4.0 - probably equal

300 f/4 IS is sharper than 100-400 IS @ 300mm
But 300 f/4 IS + Extender EF 1.4x II is probably equal...

:confused:
