Backlighting is working very much for you in regard to the flag but is working very much against you in regard to the rest of the scene.

The two compositional issues here are the converging verticals (never tilt the camera up or down, if you want to avoid converging verticals) and lack of foundation for structures (there is always the feeling of an undesirable truncation of your major image elements when they are not supported - in other words, buildings should stand on the ground).
