I'm sure this lens doesn't have IS support for panning. Can anyone else clarify?

According to Canon it does :) from http://www.canon.co.uk …/EF_24-105mm_f4_L_IS_USM/ (external link)
Image Stabilizer
The EF 24-105mm f/4L IS USM features Canon's 3-stop Image Stabilizer (IS). Ideal for handheld work, IS allows use of shutter speeds up to 3-stops slower with no perceptible increase in image blur. For stabilised panning, IS Mode 2 only corrects for unwanted vertical shake.

I'm not 100% convinced about this - I thought lenses with modes 1 & 2 had a switch with '1' & '2' on them to select the different modes - This may be a typo or a cut & paste error - could be wrong though ???

I think only the LONG zooms have panning, the 24-105 lacks mode 2.

I thought the newest incarnation of IS automatically shifted to mode 2 when needed - it wouldn't be that hard to work it out

the manual that came with the camera says "IS might not be fully effective when you move the camera for a panned shot"

They're not bad. They are that blurry due to direct resampling from DPP for size. While a little more light (sunnier day or fill flash) would have brought out the sharpness better, I would send the images to PS for saving so that you can control the loss of sharpness by using the unsharp mask tool. (when editing for the web) I bet your 100% crop is much sharper. Congrats on the lens!

Oh, and the 24-105 does not support panning IS... the longer zooms do. (70-200, 100-400, etc) Regardless, that's not the issue of this thread. ;)
