Typically, yes - L lenses have 8 blades over their lower-end 5 blade counterparts. I'm not sure offhand if other, non-L lenses have 8 blades (like say, the 50mm f/1.4 vs. the 50mm f/1.8). I know the latter definitely has 5 blades. La Vida Leica!

If you favor the convenience or the benefits of a bright lens, only you can decide and it depends mostly on what you shoot. Having one good prime is necessary, IMO. But that can be 35mm, 50mm, etc. yea i really dont want to get rid of it. it stays on my camera the most. its mighty convenient to have the zoom. the primes that i would like to pick up would be a 35 and 85 sometime in the far future. im just dying for that 35 right now cause it would be a good addition, for what i do.
