Not cheeky at all.

There are alot of steps :p (mostly trial and error)

Manipulated in RAW slightly first, colour temp brought up, shadows and exposure comp.

To start I sharpened the image, using USM, 125, 2, 3.

1. Applied Levels adjustments ( also used to lighten image, overly lighten as the followings steps darken it again)
2. Applied Curves adjustments to increase contrast (s shape curve)
3. Flatten Image
4. Ensure image is in RGB mode
5. Apply strong USM (I used 150%, 2 pixels, and a threshold of 3)
6. (removed this step)
7. Hue/Saturation Layer (desaturated by about -25/30)
8. Flatten Image
9. Curves Layer (2 points, 1: 65,15 2: 255,130
10. Select a Black soft brush, opacity around 15%, and paint highlights back in (in layer mask for curves layer).
11. Flatten Image
12. Brightness/Contrast Layer - Contrast 20, brightness 20
13. Flatten Image
14. New Layer
15. Use black brush opacity around 15% to darken edges of the image
16. Flatten image
17. Duplicate Background Layer
18. Desaturate
19. Curves Adjustment
20. Duplicate this new layer and Invert and set mode to Color Dodge
21. Gaussian Blur at 2px
22. Link this layer to the background copy and merge
23. New layer and fill white, set mode to Overlay
24. Link new layer to background Copy (merged one) and then merge
25. Add a little Gaussian Blur to this layer at about 0.3px
26. Set layer to Multiply
27. Create Adjustment Layer (Brightness. Contrast)
28. Adjust this layer to taste, i use +74 for Brightness, -72 for Contrast
29. Selective Colour Layer, modify neutrals (cyan -7, magenta -3 , yellow -2, black -10)
30. Hue Saturation Layer, desaturate slightly, I used -5
31. Flatten Image
32. At this point the image was slightly dark, so I used a Levels adjustment layer to lighten it up
33. Then Dodged and burnt it,
34. Dodged the eyes.
35. Created Hue/Saturation layer with everything masked but eyes, then modified hue and saturation to get the eye colour right.

The first 30 odd steps are very similar to my recent PP (got it saved as action, just asks me for values each time), therefore some of the values might not be correct for this image, but you get the idea.
